L´Albanie renvoie les migrants en Italie

Ce samedi, un navire de la marine italienne a rapatrié 12 migrants en Italie, en provenance d’un centre en Albanie.

Cette opération fait suite à une décision de justice qui a remis en cause le projet migratoire du gouvernement italien.

De quel projet s´agit-il ?

En effet, en 2023, l´Italie et l´Albanie avaient signé un accord d´une durée de 5 ans. Et cet accord prévoyait la création de centres en Albanie où les migrants secourus en Méditerranée pourraient déposer leur demande d’asile.

Les personnes concernées par cet accord sont les hommes adultes interceptés par la marine italienne ou les garde-côtes dans les eaux internationales.

12 migrants Bangladais et Égyptiens avaient embarqué en Albanie pour rejoindre l’Italie. Ils faisaient partie d’un groupe de 16 personnes interceptées en mer et transférées en Albanie au début. Cependant, le centre albanais a rejeté 4 migrants considérés comme vulnérables, après des examens de santé.

Un tribunal italien ordonne le renvoie des migrants en Italie

Vendredi 18 octobre, un tribunal de Rome a statué sur la décision de renvoyer ces 12 migrants dans leurs pays d’origine. Le tribunal estime que le Bangladesh et l´Egypte n´étaient pas suffisamment une safe place pour laisser ces migrants y retourner.

Cette décision remet en question l’accord entre l’Italie et l’Albanie. Il d´agit un accord conçu pour accélérer le traitement des demandes d’asile hors d’Italie.

La décision du tribunal italien, une pomme de discorde

La première ministre italienne Giorgia Meloni, en désaccord avec les juges, a critiqué cette décision. Selon elle, considérer des pays comme le Bangladesh et l’Égypte comme ‘non sûrs’ signifiait que pratiquement tous les migrants seraient exclus du programme albanais. Et cela le rendrait inapplicable.

En effet, l’Italie a accepté d’accueillir les migrants dont la demande d’asile est acceptée. Par contre, ceux dont les demandes seront rejetées risquent d’être expulsés depuis l’Albanie.

Par ailleurs, d´après le ministère italien de l’Intérieur, depuis le début de l’année, plus de 55.000 personnes ont débarqué sur les côtes italiennes, après avoir traversé la Méditerranée.

Face à ces défis migratoires, l’avenir de l´accord entre l’Italie et l’Albanie semble de plus en plus incertain. Mais le gouvernement de Meloni semble déterminé à contourner cette décision de justice et à sauver son accord avec l´Albanie.
